Networked digital material

Limit to: E-prints | Electronic Theses and Dissertations | Electronic journals | Electronic publishing | Grey literature | Research data

Networked digital material is information accessible through a communications network such as the Internet. This material may also be known as "web documents", "Internet publications" or "online material". E-mail is discussed separately on the PADI site.

There is an increasing wealth of information being produced online and a growing realisation of the need to collect and preserve it. The issues involved in managing this material include:
- selection of material
- acquisition
- technical issues
- copyright
- creating appropriate storage systems
- providing access to archived versions
- preservation

The selection of which materials to collect is one of the first steps in archiving networked digital material. A very selective collecting policy focusing on a small number of items will allow a high degree of descriptive information to be added to records which will enhance access to material. Conversely, a broad selection of material, such as the entire Internet output of a country at a specific time, will usually result in limited bibliographic control.

The acquisition of Internet material often requires downloading files from the Internet with the aid of harvesting software, but this is not appropriate for all types of networked electronic materials. Database structured websites for example cannot be downloaded as a whole because each page is created on the fly and therefore these sites may have to be actively deposited by the producer if they are to be preserved with their functionality maintained.

Other technical issues, such as ensuring links within a work continue to function, whether the links between separate works are maintained or are deactivated as necessary, and connecting versions which may have been captured on different dates need to be considered. Persistent identification of Internet resources and methods of establishing authenticity are also technical issues which need to be considered.

The processes of collecting, storing, and providing access to networked digital material raise copyright issues which need to be resolved.

Access to networked digital material will be assisted by persistent identifiers, the creation of metadata, cataloguing or applying a local search engine.

Cataloguing networked digital resources has required modifications to standards and rules applied to traditional documentary resources.

The preservation of networked electronic materials is threatened most by technological obsolescence, and procedures to save this kind of material are being developed through a range of initiatives.

Research Overview

There are a number of projects in Europe, Australia, and North America addressing the preservation of networked electronic materials. Most are initiatives of large libraries which are creating a type of digital library that can be accessed over the Internet, and they also have declared their intentions to preserve their online collection through methods such as migration.

Accountability and Accessibility : Ensuring the Evidence of E-governance in Australia

This article is an updated version of a earlier article called Keeping Online Information Accessible for E-governance and E-democracy published in 2004. The article focuses on the need for government agencies and other institutions to ensure that electronic publications and organisational records are collected, managed and preserved as a means of ensuring long-term access for the benefit of e-governance and e-democracy. The article provides definitions of online publications and online records; explores the role of libraries and archives in e-government, including initiatives undertaken at the National Library of Australia and National Archives of Australia; addresses factors that contribute to the vulnerability of online information; and concludes with a list of factors that inhibit the long-term availability of online information for e-governance and e-democracy.

Report (64 p.) commissioned by the Joint Information Systems Committee (JISC). The report addresses the issue of long term access to the content of licensed e-journals. It notes that it is now timely to explore options for implementing the archiving clauses in the JISC/Publishers Association Model Licence. The report has 13 recommendations including the development of constructive dialogue between libraries and publishers and the adoption of a staged approach to the development of a centrally co-ordinated archiving service for the United Kingdom.

Historical Digital Archiving and Long Term Preservation: An Early Experience with Grid and Digital Library Technologies

This article describes two large scale data archiving projects which have a common infrastructure based on storage hierarchies. The projects are the Persistent Digital Archives project, which is a joint effort between the San Diego Supercomputer Center (SDSC), the University of Maryland (UMD), and the National Archives and Records Administration (NARA); and the second is the Global Land Cover Facility (GLCF) that currently offers over 13TB of earth science data to a very broad international user community, including researchers and government agencies interested in environmental and ecological studies.

Historical E-Journals - What Do You Get For Your Money?

This article focuses on the role of the Joint Information Systems Committee (JISC), UK, in relation to the issues and challenges of the long-term preservation and continued access of licensed e-journals. JISC has acknowledged the challenges that have emerged with licensed e-journals, particularly with regard to the differing roles and responsibilities of both libraries and publishers. To that end, the Committee has developed a JISC/Publishers Association (PA) Model Licence that seeks to explore such areas as continued online access and different archival options. Between September and November 2002, a JISC consultancy conducted a survey of libraries and publishers as a means of addressing this need for a more definitive role between libraries and publishers, as well as assessing options for a central archiving facility.

Historical Permanent Archiving Of Electronic Publications

This article looks at the Koninklijke Bibliotheck (KB) - the National Library of the Netherlands’- approach to the development and implementation of a permanent archive for electronic publications. As well as highlighting the history of the Library’s deposit policies, the article explores the Library’s development of an electronic archive system with IBM Global Services, in accordance with the Open Archival Information System (OAIS) archival standard. The article further explores the KB’s relationship with Elsevier Science (ES), a major science publisher. ES have signed an archiving agreement with the KB, agreeing to deposit all electronic publications for permanent archiving. The implications of such an agreement have also been addressed.

Historical Permanent Archiving of Electronic Publications : Research & Practice

This paper discusses strategies implemented by the Koninklijke Bibliotheek (KB, national library of the Netherlands) to permanently archive scientific digital research material. In order to enable long-term preservation of electronic publications in general KB has developed an electronic deposit, ‘e-Depot’, and in order to be able to legally access and copy scientific material the Library has signed archiving agreements with major science publishers. Although the e-Depot had addressed the preservation concerns, permanent access to the stored information has remained an issue and is currently being addressed by ’Permanent Access Toolbox for the digital Cultural Heritage’ (PATCH) initiative, comprising of various depository and archiving institutions, as well as companies interested in cooperative approach.

The project of creating the DNEP (Deposit Netherlands Electronic Publications), is envisaged to be completed by 2002, but with limited functionality as far as long term access to electronic publications is concerned. The KB will be looking for partners to continue working on this essential preservation issue.

Scoping Study for a Registry of Electronic Journals That Indicates Where They are Archived

Historical Selection, Appraisal and Retention of Digital Scientific Data : Final Report

The seminar, held from 15th-17th of December 2003 at the Biblioteca Nacional in Lisbon, brought together more than sixty-five researchers, data managers, information specialists, archivists, and librarians from thirteen countries to discuss the issues regarding the long-term preservation of the scientific record. One of the major aims for this seminar was to provide an international forum to exchange information about data archiving policies and practices across different scientific, institutional, and national contexts. The seminar also highlighted some conceptual hurdles to overcome before effective collaboration between the diverse communities can take place.

Historical On the Web, Research Work Proves Ephemeral

Using citations and footnotes as examples, this article reports on a recent study of scientific journals that found that that after 27 months of publication, 13 per cent of internet references were inactive. With many scholarly articles now citing Uniform Resource Locators (URLs) in their footnotes and references, there is a growing concern amongst scientists and scholars that this medium is becoming increasingly more ephemeral than archival in nature. The article also highlights the continual importance of the work of the Internet Archive and the development of the DOI (Digital Object Identifier) system – which traces a web page, even if it has moved to a new URL - in helping to make web pages permanently available for future generations.

Historical Uppity Bits: Coming To Terms With Archiving Dynamic Electronic Journals

This article primarily focuses on the issues relating to the preservation of dynamic electronic journals. As well as providing a definition and highlighting the main characteristics of dynamic e-journals, the author argues that developments need to be made to ensure the long-term preservation of, not only the static elements, but also the dynamic elements of dynamic e-journals. The author briefly assesses the three main areas of digital preservation – migration, emulation and archaeological approaches – and states that more research is needed in the area of emulation, maintaining that this approach has the potential to preserve and capture the dynamic elements of electronic journals.

UKRDS UK Research Data Service Feasibility Study: Report and Recommendations to HEFCE

This talk by Dr Reagan W Moore of the San Diego Supercomputer Center also will be webcast. Abstract : Multiple projects in the US are using data grid technology to build preservation environments. The concept driving this approach is the recognition that at the point in time when new technology is being incorporated in a preservation environment, both the old and the new technology are present. The data virtualization mechanisms provided by data grids make it possible to interact simultaneously with both versions of the technology. A preservation environment based on data grid technology inherently contains the functionality needed to manage technology evolution. I will discuss the concepts used to implement data grids (data virtualization, trust virtualization, latency management, collection management, and federation management) and map the concepts onto the principles used to manage preservation environments (authenticity, integrity, and infrastructure independence).

The web site contains guidelines for applying and checking quality aspects of the creation, storage and (re)use of digital research data in the social sciences and humanities. PAD : Preservation, Archiving, and Dissemination Project

PAD is intended to complement existing archiving research by filling a gap that has been identified by a survey. The gap identified is that electronic literature is not yet the focus of any major preservation effort, and many important aspects of preserving this type of work - such as how to maintain conditional sequencing of files delivered to the reader across different technical platforms - is not being addressed adequately. The Data Seal of Approval web site has been developed by DANS (Data Archiving and Networked Services), the Netherlands national organization for ensuring long term access to social sciences research data. The web site contains guidelines for applying and checking quality aspects of the creation, storage and (re)use of digital research data in the social sciences and humanities. "These guidelines serve as a basis for granting a “data seal of approval”. The criteria for granting the data seal of approval are in accordance with, and match, national and international guidelines for digital data archiving such as the Kriterienkatalog vertrauenswürdige digitale Langzeitarchive developed by NESTOR, the Digital Repository Audit Method Based on Risk Assessment (DRAMBORA) published by the Digital Curation Centre (DCC) and DigitalPreservationEurope (DPE), as well as the Trustworthy Repositories Audit & Certification (TRAC): Criteria and Checklist by the Research Library Group (RLG)." The project aimed to 'test the LOCKSS technology and social model to support a large dark archive that is both fail safe and has an acceptable process for providing continuing access for orphaned materials.' The project replicated a representative portion of material from publisher members using a version of LOCKSS within a network of long-standing institutions and libraries and was accountable to a joint board from the library, publishing and learned society sectors. In mid 2008 the resulting archive was transitioned from prototype to production going live in early 2009.

This one year project led by the UK Data Archive at the University of Essex aimed to "develop, refine and test models for data exchange for both survey data and qualitiative research data based on XML/RDF schema and will develop tools for data import and export." The Data Preservation Alliance for the Social Sciences (Data-PASS) is funded by an award from the Library of Congress to acquire and preserve data from opinion polls, voting records, large-scale surveys, and other social science studies. The three-year project is a broad-based partnership between the several major American social science data archives and the National Archives and Records Administration. The project will concentrate on four areas - content identification and selection, content acquisition, partnership building and content retention and transfer. Funding was extended for a further 18 months in 2007. The website includes a shared catalogue search facility and links to presentations and publications.
